In light of the above, it is clear that the instant product is described by the terms of heading 3403. Therefore, the product is properly classified under this heading.

FACTS: The product is identified as "GT-85." It is described as a lubricant. The product is sold in an aerosol can and consists of 50 percent mineral oil as well as butane propellant, pentaerythritol ester of lanolin fatty acids, perfume, teflon, and possibly silicon. ISSUE: What is the proper classification under the HTSUSA of a lubricant consisting of 50 percent mineral oil as well as butane propellant, pentaerythritol ester of lanolin fatty acids, perfume, teflon, and possibly silicon? LAW AND ANALYSIS: Classification of merchandise under the HTSUSA is governed by the General Rules of Interpretation (GRIs). HOLDING: The above-described product is properly classified under subheading 3403.19.1000, HTSUSA, which provides for, among other things, lubricating preparations, excluding preparations containing, as basic constituents, 70 percent of more by weight of petroleum oils or oils obtained from bituminous minerals, containing petroleum oils or oils obtained from bituminous minerals, other, containing 50 percent or more by weight of petroleum oils or of oils obtained from bituminous minerals.
