The first tranche of Section 301 tariffs on Chinese imports, imposing 25% duties on approximately $34 billion of aerospace, IT, semiconductor, and machinery products, effective July 6, 2018.

List 1 is the first tranche of Section 301 tariffs on Chinese imports, published by USTR on June 20, 2018 (83 FR 28710) and effective July 6, 2018. It covers approximately $34 billion in annual Chinese imports across 818 HTS subheadings, at a 25% ad valorem rate.

List 1 product coverage focused on "industrially significant technology" tied to China's Made in China 2025 industrial policy:

  • Nuclear reactors, boilers, and parts
  • Aerospace components (aircraft engines, helicopters, parts)
  • Industrial machinery (machine tools, robotics)
  • Semiconductors, semiconductor manufacturing equipment, and integrated circuits
  • Optical and medical instruments
  • Railway locomotives and rolling stock

List 1 duties are declared under Chapter 99 subheading 9903.88.01 and stack on top of the underlying Chapter 1–97 duty rate. The duties apply only to articles of China — country of origin is determined by substantial transformation, not by where the goods last shipped from.

Importers were able to request exclusions from List 1 during multiple rounds in 2018–2020. Granted exclusions were published as additional Chapter 99 subheadings (9903.88.05, 9903.88.06, 9903.88.07, and others). Most original exclusions expired by the end of 2020, with a limited subset extended.

After the May 2024 four-year statutory review, USTR raised List 1 rates further for certain strategic categories — most notably semiconductors and semiconductor manufacturing equipment, where the rate moved to 50%.
