CROSS — the Customs Rulings Online Search System — is the publicly searchable database of every binding ruling issued by CBP. It contains hundreds of thousands of rulings dating back to the 1980s.

Customs brokers, importers, and trade attorneys use CROSS to:

  • Find precedent rulings for similar merchandise
  • Confirm CBP's current classification position before filing an entry
  • Identify trends in CBP's treatment of specific products
  • Support reasonable care documentation in classification files

CROSS is accessible at rulings.cbp.gov. Each ruling includes the merchandise description, the ruling decision, the legal analysis, and the responsible CBP office.

While rulings are only legally binding on the original requesting party, they are highly persuasive — CBP officers are expected to apply consistent treatment to similar merchandise. Cite-checking CROSS is standard practice in any defensible classification decision.
