Consumption Entry

A Consumption Entry is the standard entry type for goods imported into the United States for use, sale, or further manufacture in the U.S. customs territory. It is Entry Type 01 under the standard entry types coding system and accounts for the substantial majority of U.S. imports.

When merchandise is entered for consumption:

1. It is released from CBP custody into the commerce of the United States
2. All applicable duties, taxes, and fees are due
3. HTS classification, country of origin, and value declarations are final pending liquidation
4. The goods are subject to all U.S. laws (FDA, USDA, FCC, EPA, etc.) at the time of entry

Consumption entries are distinguished from other dispositions:

• Warehouse entries (Entry Type 21) — goods enter a bonded warehouse without payment of duties until withdrawn
• FTZ admissions — goods enter a Foreign-Trade Zone before formal customs entry
• TIB (Entry Type 23) — goods enter under bond for re-export within a fixed period

A consumption entry typically uses CBP Form 3461 for cargo release followed by CBP Form 7501 for the formal declaration. The 7501 must be filed within 10 working days of release.
