Combined Section 232 metals framework introduced — 16 new Chapter 99 codes (9903.82.02–17)
Proclamation April 2, 2026 establishes a unified Section 232 framework covering steel, aluminum, and copper articles + derivatives. Replaces the legacy 9903.78/80/81/85 ranges (terminated April 5). Calculation switches to full customs value × rate (was: metal content % × rate). Country-specific rates for UK, EU, JP, KR, MX; 15% low-metal-weight exemption (9903.82.03); Russia 200% aluminum (9903.85.67/68) preserved.
Section 122 reciprocal surcharge in effect — additional 10% on most imports through July 24, 2026
Executive Order Feb 1, 2026 imposes a temporary 10% reciprocal import surcharge (HTS 9903.03.01) effective Feb 24 through Jul 24, 2026. Origin exemptions: Canada (9903.03.07), Mexico (9903.03.08), Israel (9903.03.11). Product exemptions: 1,098 8-digit HTS subheadings on the Note 2(aa)(ii) list (energy, critical minerals, pharmaceuticals, certain electronics — see 9903.03.03). Products already covered by Section 232 (steel/aluminum/copper) are exempt at duty calculation per 9903.03.06.
